things that come to mind
is it a one off - No
is it just for you - Yes
is it for a demo or constant usage over many years - Constant Usage
is it to be wearable, or to be a stand alone - Standalone
what power source do you envisage, "mains" , battery ,re chargeable, PV, one time battery - Rechargeable battery is also okay
Is it to be readable all the time - Yes
is it to be read by you , or by many people at a distance - Only by Me. (2 Meter Radius is enough)
what accuracy do you want - Has to be visible from 2 meters away
what actual cost do you want - Cheapest possible (Upon reading the replies, I have increased my budget. 250 Ruppee if Not 300 Max)
what is your time scales - 24 Hours (AM/PM not required)
what support do you have - Self confidence
what equipment do you have to hand - A Laptop

Given the cost requirement,
have you considered a wooden clock,
I've seen a few made out of old "tea chests" and off cuts of ply wood,
would not be LCD, but the requirement seems to be flexible,

No Mister Bill, I can do it!If the TS does not own "a soldering machine" than my guess is they also lack fine soldering skills and experience. Without that skill it does not seem likely that any design could actually be built. That includes the suggestion for attaching a larger display to a cheap electronic LCD watch.
