For starters, to produce a USEFUL magnetic field, it is far better to have a permeable core.. Without some means to focus the flux it will be rather uniform, sort of, and so much less flux per area.
So if you want to go to doing anything useful, such as attracting iron or magnetic materials, using a permeable material to focus the field is mandatory.
