Usually, but this will take months for a full restoration of the original blackout prone grid.
Rather hoping they take the initiative to rebuild their whole system to use modern practices like putting much it underground where possible.

In the midwest here that's been the standard practice when replacing old overhead lines and now after ~30 years of work the vast majority of all of our rural and small town and city power systems are underground and largely storm proof.

Well, those guys at the "call before you dig" will have a real challenge in some third world locations if messes kike this are stuffed underground.

At 5X the cost (the utility is bankrupt) of overhead poles and lines, the risk of saltwater incursion (that can completely destroy underground power grids) from tropical storm surge/flooding and possible longer reconnect times from this blackout I don't think that will happen.

I'm not in a third world location so I and our local 'call before you dig' people can't/don't need to relate to such issues. Plus underground lines would largely solve much of the power theft issue as well.

If they are getting water inside their underground power lines they must be using some pretty poor materials and system designs given that of all the stuff I have seen around here everything is in sealed waterproof systems. That, and many islands have underwater power cables ran between them and their primary power sources so obviously somebody knows how to make them work reliably in salt water locations.

Well if we can afford it out here with literal miles between houses and still have reasonable electric rates why can't everyone else as well? As for the winter coats, that relates to them and their power system rebuild issues how?

Running miles of cable is every utility company's dream. The devil is in the end-of-spool splices, field-repairs and (especially in densely populated areas) service laterals.

A total rewire to the consumer would take a decade (maybe several) of work in PR. They already have the overhead wire, the installed and repair infrastructure for overhead power with a critical need to restore power so I don't think that underground power is even on the long list of current restoration requirements. If they had a 30 year old underground grid it would a good bet as to it being just as decrepit as the existing grid from neglect over the years.

And is that technology not already well developed and understood to the point of being common installation practices everywhere now? :rolleyes:

Or are us North Dakotans just that incredibly technologically advanced over the rest of the world that we just take that sort of systems installation, maintenance and operation for granted because most of us have had it in place for 20 - 30+ years already since severe ice storms in the 80's took down a major part of our state's utility systems prompting the change over that now thusly put many of us in the category of having some of the countries most reliable local utility power? :cool:

If we nieve nobodies can figure this stuff out and make it cost effective for the customer on a nearing state wide scale what exactly is holding up everyone else? :confused:

And as my region did after the massive ice storms of the 80's that gave our local companies justified cause to start installing, so why can't they start with there now? As of lately my local utility is in the process of replacing 30 - 35 year old lines due to lack of capacity since we have had so much additional loads added over the years. If we can swing it for a second time around no less, why can't they start with implementing it now too? According to my local utility guys the new line sets they are installing are expected to have a 50+ year service life.

It's not like it's untested technology these days that has not proven itself to have long term financial savings behind it and that savings doesn't even include the added savings of reducing power theft costs which could be justifiably huge there.
