I notice that if I touch the C leg on Q1 it does make noise (like a power supply noise) and after few second I ear the relay clicking, with some vibrating noise as well, but only by touching the leg it does it, kind of me give it some extra energy when touching the leg, even tho no sound come out

 

Check the voltage on the Base of Q1

 

Test it again if I stick with the red prob on the leg C of Q1 the relay start and it make sound, if not, it does nothing! I have to stay with the multimeter on collector on Q1 to make the relay start

the relay start by touch the leg with the multimeter on diode, if it is on volt, it does nothing as before, at least from my mistake we know that the relay is good
