If the meter was beeping in the Diode mode when checking Q8 then the transistor is most like shorted.
I would remove Q8 and test again in the Diode mode.

We can continue the session when they arrive. Please do not replace or install anything until we can continue.
Also a LM13600 for that small board if you want as I believe that is the culprit.

I tested them by put the red prob to the center leg (base) and touch he other 2 (E, C) with the black than I did the revers, in one way the current flow but on the other does not

 

What are the readings for both transistors?
