I think you need to give a little more detail, like what a SN056 inverter is - link to datasheet, manuals, etc. - and the background to why you need to bench test & what you hope to learn... Do you actually have one?

The 5406/7406/7416 series are Open Collector inverter chips. That is, the output acts like a switching transistor and does not give "output voltages" like other TTL chips.
To test these, you have to provide a load on the outputs, and when the input pin is high, the output stage will conduct and draw current from the load.
The 5406/7406 can handle up to 30V on the output and 30mA maximum for the 5406 and 40mA maximum for the 7406.
Look at figure 1 in the datasheet, select RL as something like 1k to 5k ohms and measure output at the test point. Vcc can be your standard 5V for testing.
