is the another leg of the led in the red rectangle connected to ground?because i see it is floating there..

If these are LEDs, then the other end (cathode) is connected to GND, just like the one labeled LLO and LPWR.

 

should be connected or else they simply wont light up

 

Between those two pins could also be a bi-colour LED, so that one pin high and the other low makes one of the colours light.

To look at the schematic it looks like a guitar tuner.
The program in the PIC compares the input from the guitar with a reference in the PIC.
As far as I can see there are three of those contacts.
Probably the pins have the following function:
LLO , a led for a to low frequency.
LOK, a led for an OK frequency.
LHI, a led for a to high frequency.

I think the site where you found the schematic will have more info on it.
