Note the 1V on the 2nd OPA. [ 12v in the video.??]

Not if you want PPM.
That is still giving a variable pulse width (PWM)output.

Below is an example of a PPM circuit:
Note that the pulse width and average frequency are constant (yellow trace).
Only the pulse position varies with the input modulation signal (green trace).
The pulse position change is a maximum of one TR clock period for this circuit.
