Actually I think you are almost there but may have misunderstood the operation of the push button switch in the schematic.
Before I need to go into more detail can you see how the switch is wired in the schematic?

sghioto, I am still doing something wrong. I have the low beams working at full 12v, but when I press the switch to turn on the high beams I get blinking, but they blink in sync at the same time, and they are not getting 12v, they are dimmer.

I was confused on R4 and I connected one end of R4 between D3 and D2 and the other end of R4 to the 12v rail, I hope this is correct.

Furthermore, I also did NOT get low beam to come on the upper Q3 until I removed R2 going to the 555 timer pin 3 between pin 3 and D1. I am confused.

I am feeling pretty dumb about this, but I am trying. Here is my YouTube link to my current status on the circuit, on what it is doing.

sghioto, I am still doing something wrong. I have the low beams working at full 12v, but when I press the switch to turn on the high beams I get blinking, but they blink in sync at the same time, and they are not getting 12v, they are dimmer.

I don't see the 10uf cap from pin 2 and 6 to ground on the 555. Reinstall R2.
What transistor are you using for Q1?
Are you sure the wiring is correct on the switch. Doesn't make sense that the LED light in the switch would flash also if connected directly to 12 volts.

I noticed that too, I know it should be connected to the drain to blink in syncwith the led's. I don't know must be my connections are goofy someplace. Totally confused.Would you be kind enough to do a diagram for me?

Q 1 is 2n2904 I missed that cap using it now

sghioto, new development I may have missed R2 going to the base of Q1 I now have all working except now the low beams are flashing on and off alternating when I switch to low beam, and the high reams are working fine full voltage 12v and alternating blink.

So bottom line I have low beams blinking alternating when the switch is not pressed and and high beams blinking alternating when the switch is pressed, both have 12v getting close now have to stop the low beam blink. Crazy

I think I see the problem. The green wire from the switch connects directly to the 12 volt battery +
The + 12 battery lead does not connect to the breadboard.

Not sure why you call it the +rail. It connects to the Low Beam and the NC wire on the switch.
Oh wow, I only have the common green wire going to the + rail of the breadboard, and then I am feeding the low beam and high beam with the white and yellow wires from the switch wire nutted together.
