A custom microcontroller would be my #1 candidate. I know that answer is not much help to you, but picking your own favorite microcontroller and learning how to program it may get you to your goal quicker.

How can i customised when i dont even know about this one. Can you suggest me same one ?

I would be grateful if someone could help me out in designing a new circuit with the same components but a different IC for this 8 program led strip light adapter.

Can you check the copper track under pins 1 and 8 , also 4 and 5

Pin 1 is connected with input current source, capaciter qnd one leg of the triac.
Pin 8 isnt connected to anything.
Pin 4 is connected with one leg if button , one leg of capaciter and a resister.
Pin 5 isnt connected with anything.

A custom microcontroller is fabricated in large quantities for a single customer. There is usually no public information on the pinouts or the functions of the internal program. If you want to duplicate or improve on the functions of the device, you can start with a microcontroller that has a publicly documented set of specifications you can use to develop a similar or improved product. Learning to program such a device is a challenging, but hardly impossible task. In any event it will be far easier and faster than to root around on the internet looking for information on a part you cannot identify or purchase.

ETA: go to the microchip website and look for an 8-pin member of the ATtiny or the mid-range PIC family of parts.
