How to charge multiple 2s 18650 with 1 solar panel

I'm upgrading some pathway solar lamps
I can power them with 2 x 18650 batteries in series....I have 12 lamps, so I would need 12 x 2s packs
I was thinking to use this board for each lamp/pack:

My question is: each lamp has it's own tiny solar panel, but they are only 5V or 6V, so not enough and I won't use them. I guess I will need a 12V solar panel, but can I charge them all at the same time with 1 unique solar panel?
