Is that negative lead being touched to the inside of the breaker panel? Is it painted inside? Bottom and edge look like grey paint. Might have full voltage there and not know it.

Just wanted to update! Electrician came out and found transfer switch board/relay bad. At same time no power from Utility Company. He removed the connection to the meter and now that power is restored in the neighborhood, we have power. Thank you for all your help!

Good luck with the hurricane. Saw that it has been downgraded to Category 2, but it's path is along the coastline, so will cause massive problems with flooding.

I'll take volcanoes and earthquakes any day...
