That is a Torx security screw. They require a special screwdriver but can be sometimes removed by breaking off the center pin with a small flat screwdriver. Then they can be removed using a standard Torx wrench. If that doesn't work, try a small, flat screwdriver that just fits into the head beside the center pin. I have used both methods successfully.
I received the screwdriver. It was a T20. I was able to unscrew the panel only to find out that inside there are some Phillips screws with the same dot in the middle. Screw it, I'm using a Dremel!
