There is power at the bottom off the treadmill and no power at the top did speak to someone about the problem they said most likely a blown fuse.Welcome to AAC!
Why do you think there is a fuse, and that it is blown?
You are right manual not much help even watched youtube where they say it is not there and yes i have opened the cover may have to take panel out and take it some where.Have you opened the treadmill?
I will do that in the morning when i have some good light tanks for your help so far.Can you provide a well lit and sharp photo of the panel?

What is meant by "power at the bottom board"?There is power at the bottom off the treadmill and no power at the top did speak to someone about the problem they said most likely a blown fuse.
Can you get a sharper image of the section of the board in the red box? The fuse is there but I can't tell if it is soldered in place or easily replaceable.

Hi thanks found it and it came out now for a new one thanks very much for your help. What is meant by "power at the bottom board"?
If the fuse shown is blown it s directly adjacent to the AC in, which is common, and if it is open circuit, I am guessing you would not get power to anything apart from the input terminals.
Is there a LED lit? or any sign of power being present?
Appears if the labeling is obeyed, this will be automatic. The fuse must always be on the LIVE input, never on the NEUTRAL.
