IMO they just rolled several ongoing projects (popping toes and slicing leadership heads) into the same anti-terror operation. Use it or lose it. A tactical success of a long time frame effort likely to be compromised but not strategic like killing the bosses expected to really make all hell break loose.You remembered!

As a supplier of comms equipment to the commercial market before retirement, I can see how the pager scenario worked, particularly as it now appears to be emerging that the 'Hungarian' company that licenced the brand name from the Tiawanese company was probably a Mossad front.
