So i would to explain why i did this offset. Correct me if i am wrong please. I have to take 0.25v and 0.5v by changing value of R3 so i don't get that offset. Is this correct?

You are asked for 2.2Vout for a 0.2V input, you have already calculated the Rfb, so correct your circuit drawing
