You don't add Vout from the OPA.
By having a gain of 11 with a 0.2Vinput, the OPA will output 2.2V.

Have you been taught about OPA's?

Yes, The reason i am here to learn it proper now. At the start i was thinking i am not going to use this ever in life so just find the answer but after talking to you all guys i am more then happy to spend time here and learn it.

Hi Ron, I hope you are well. so here is what i learn.
Step1. found Gain=11 then i used Rin=10K to find the Rf=100k.

Yes ericgibbs is a good teacher. Normally we do not hand out answers but I think you might have not taken classes before this one. It is hard when taking classes not in your field. I took Organic Chemistry with the pre-medical students. (ouch) There was things I did not know that the medical students did know.
It looks like you almost got the offset thing going. (Looking back many posts.)
Have you used "simulation" on your computer yet?
