I'm using an RT7295A buck converter and the datasheet calls for a capacitor "22uf x 2"

What is that? Is that actually 2 capacitors wired in series or parallel?

See Fig. 8 in that sheet. It clearly shows them in parallel. I believe the idea is to reduce the ESR by using two caps instead of one.

If you use a polymer output cap probably that would suffice to
get lowest ESR -

The datasheet says:
Output Capacitor Selection
The RT7295A is optimized for ceramic output capacitors
and best performance will be obtained using them. The
total output capacitance value is usually determined by
the desired output voltage ripple level and transient response
requirements for sag (undershoot on positive load steps)
and soar (overshoot on negative load steps).
