I do not want use Arduino, I want use stm32 or psoc5 (cypress semiconductor).What controlling program are you wanting to run on the PC?
Will it just be a serial terminal or what?

Most 3D printers allow you to control their steppers via USB. The older ones are Arduino based.
Maybe you could start that way, an Arduino 2560 and RAMPS card can be purchased quite cheaply on Ebay.
