Capacitors! Most useful values? pF/puffs are good for what?

No, I didn't. My lcr tests at 9v, haha. (BTW, I just finished reading the 4 pdf capacitor files listed above.)

Which way does it go? High voltage electrolytic in a low voltage circuit... is the uF higher or lower?

Putting your last two posts together, did you test near the rated voltages? I doubt it.

The capacity will be within the tolerances regardless of the operating voltage. There are some slight differences between otherwise identical caps differing only in voltage rating, but if those differences matter to you then you wouldn’t be asking these more basic questions.

The main reason not to use a high voltage rating for everything is cost. A high voltage capacitor is much larger physically and much more expensive than a low voltage one. I like to be generous and use a rating at least about 50% over what I think is needed, but I’m not going to use a 250V cap when a 16V one will do.

I was thinking about electrolytic capacitors as I wrote this.

Electrolytic capacitors generally have pretty wide tolerance. Something like -10% to +80% would not be unusual (https://www.digikey.com/product-detail/en/united-chemi-con/E36D101LPC243UDA5M/565-3679-ND/2096028 ).

What are you trying to prove?
That my stock of 50v electrolytics will be okay for 12v applications! I always purchase 50v or better electrolytics BECAUSE
i don't want to stock 50billion different caps. The price is negligible for values below 470uF, regardless of voltage ratings
