Is the mod 20 DCV on multimeter and when I measure voltage do I need to put battery of android?

The 20V range is a bit high, do you have a lower one? Needing the battery is a good question. If the chip that is the source oe the OTG_EN signal requires the battery, then yes I think you'll need the battery.

I would start with requirements:
  1. Input power and voltage
  2. Output power and voltage
Once you have the requirements we can talk about component selection.

USB can usually supply approximately 500mA current, USB 3.0 can supply up to 900mA current. However, USB OTG is 2.0. I'll guess this will give you a clue. What exactly are you connecting?

From that picture, I'd say you just plug it in. No need for extra circuitry.
(I'll guess you are not buying from that site, as it says minimum order: 100)
