At very close distances Radar/Sonar is just about useless so visual rules and spotters would be on duty during heavy fog. This was a EM/Sonar observance (a small spy) ship with a small ships company and a ride-along technical crew that usually doesn't have regular ship duties. In the case a a major collision the technical staff duties are to secure classified equipment, destroy classified equipment if an abandon ship order is given or if all the classified equipment can't destroyed in place the ship might be scuttled in deep water to prevent or slow equipment recovery from other parties(like the USA).The collision was caused due to fog and low visibility, the Turkish shipping agency GAC said.
