I've never served, but isn't it correct that, in a proper navy, you're either fighting or training? And if you're training, you're supposed to be tracking surface contacts -- friend, foe, and other -- no?
It was in poor visual conditions that are sometimes used to hide spy ships movements by shadowing larger vessels closely but it's very likely these guys just screwed up.
The collision was caused due to fog and low visibility, the Turkish shipping agency GAC said. It occurred 29 kilometers from the Istanbul town of Kilyos on the Black Sea coast just north of Istanbul.
At very close distances Radar/Sonar is just about useless so visual rules and spotters would be on duty during heavy fog. This was a EM/Sonar observance (a small spy) ship with a small ships company and a ride-along technical crew that usually doesn't have regular ship duties. In the case a a major collision the technical staff duties are to secure classified equipment, destroy classified equipment if an abandon ship order is given or if all the classified equipment can't destroyed in place the ship might be scuttled in deep water to prevent or slow equipment recovery from other parties(like the USA).

The Youzarsif was under way from Romania carrying a load of sheep to Jordan. She encountered the Liman about 20 nm to the northwest of the entrance to the Bosporus, and for reasons that are not yet fully known, she collided with the Russian vessel’s starboard side. The Youzarsif’s bow penetrated "two compartments of the engine room” beneath the waterline, according to a statement from the Russian Ministry of Defense. The Liman sank about three hours after the collision. The Turkish military and the Russian consulate in Istanbul said that heavy fog was a factor in the accident.
..
The Youzarsif rescued 15 of the Liman's crew, and the Turkish Coast Guard rescued the remaining 63. A Russian transport aircraft returned the Russian sailors to the Black Sea Fleet's headquarters in Crimea, along with "all detachable special equipment, documentation, arms and ammunition," according to Russia's defense ministry.

Hard to believe... and I'm very skeptical. But it's still an interesting story:

The Indonesian man who claimed to be 146 years old - the longest living human ever - has died in his village in Central Java.

According to his papers, Sodimedjo, also known as Mbah Ghoto (grandpa Ghoto), was born in December 1870.

I find the word Manitoba very offense. In my family it means *****.
I also find the buffalo symbol offensive. Just another example of the white man trying to capitalize on the native American culture.
And I find your sensitivity offensive... you, privateering snowflake... :p ...

And speaking of family and white man... my brother just got his DNA test back, trying to trace our ancestry... it turned out to be something like 70% european-caucassian, 7% Norwegian, 7% Native American, a dash of Italian and Dutch, and about 1% Asiatic (WTF?) ...

Which leaves me wondering... who the hell am I???

We have a saying for that. Heinz 57. ;) Just like me. ;) I should get that done. I might be equally surprised. As far as I know it is 50% Hungarian, 25% Polish, 12.5% Romanian and 12.5% Italian. But who knows???

FYI if you have Native American ancestry then it is likely you would have Asiatic ancestry since native Americans likely came from Eurasia.

What you probably don't know is that Mexico once had a thriving Chinese population... which was almost completely obliterated by the murderous Pancho Villa and other "revolutionaries" .... seriously, I can't possibly imagine lower scum than that hateful character...
