Nope. The switch has to be held down long enough for the counter to advance from 0 to 9, approx. 1 sec. After that, the decoded segments keep the oscillator enabled.

Ok...so its important the TS uses a momentary button or switch, and not a toggle switch, or the circuit will continuously cycle thru 9-0.

That isn't what the OP asked for. He wanted to turn on "a switch", have the circuit count down to zero, energize a relay which would stay energized until the switch was turned off.
I want to have a switch that when is turned on will start a countdown from 10 seconds and when hitting zero it will energize a 120v relay circuit turning on a light. Which will remain on till switched off.

Here is version using CD4029. The simulation is shown in initial power up state.
I haven't shown a power switch but it could easily be added, or the existing button could be replaced with a toggle switch.
Bypass caps also are not shown. See below.
