I understand that a multi-layer board is going to have conducive layers. How would a deep scratch or gouge effect a circuit in general?

In this situation, it is hard to tell in the picture but a layer of copper has been torn

 

How was the copper "torn"? Did it affect any inner layer traces?

Can't tell anything from the picture.

 

The copper looks to have been gouged out by a striking object....as far as I can tell. I can not tell if any inner layer traces were damaged

From the track density shown in the photo, it does'nt seem like a multilayer board.
