Wine Fridge PCB failure post lightning storm

Good Evening members,

Long time lurker, first time poster. I hope this is posted in the correct section.

Picked up a wine fridge with a suspected compressor failure allegedly due to a lightning storm/blackouts/surges. Fridge was working previously, now only lights and fans but no compressor turning on. Checked compressor and relays, everything seems ok.

About to test the PCB for fault, but would like general and somewhat specific advice of where you would start looking for failure first if you were investigating. No visual burns on pcb. "L" and "L Comp" do have spade terminals, I accidentally broke them off in removal and need to resolder back on. Please use pcb printed component numbers to identify if possible please. I have a multimeter and and TCL capacitor tester (and a soldering iron to remove components for testing)

First, note that working on this supply while powered requires great care as any part of it can electrocute you.
Do you have approximately 1.4 times your supply voltage across C1?
If yes then my next suspect would be Q1. Is it a MOSFET?
