I mesured 3.20 v on pin 3 of the first cd4503, the other cd 4503 has 0v on pin 3
Power off the programmer and swap the two chips to see if the problem moves with the chip.

It's curious that you got a HIGH on either of the pins because you measured 0V for all data lines in the first test.

Sorry i made mistake after rechecking i ve noticed that the problem has moved with one of 4503 so after swapping both ICs result not same.

I swapped the other 4503 same thing.
Replace the original chip and set all data lines HIGH. Measure pins 3,5,7,9 of both CD4503. All pins should be HIGH.

Then measure the corresponding signals on the ZIF socket.

While you're at it, check all of the address lines. You probably have a problem with 4 data lines, but we might as well test the other logic.

How to set all data high ?
In the Test H/W page, click on the D0-.D7 button as you did before. Measure the voltages for the data lines on the ZIF socket. For any that aren't HIGH, measure the corresponding pin on the CD4503.

For your convenience, I'm posting a schematic I redrew for the Willem 4.1. IC numbers will be different, but you can reference the pin numbers from a more readable schematic.

The schematic you had is one of the worst I've seen for a Willem type programmer (and the first I've seen that didn't use buses).

I ve got good news
I ve figure it out, it was the sn 74hc54 which i ve replaced and it get recognized. Fortunately i have a spare.
