Why is the unit of electric displacement field C/m^2?

Can you explain to me please?
for example if we take vakuum we dont have in Vakuum any charge, but we still have an electric displacement field..
Can you explain what electric displacement field exactly is??

Electrical field intensity is describes as "Coulombs per square meter" because that is the units of field intensity, even if it is zero.
