Hi

I was given a box of old bits recently and there were a few of these. I've no idea what they are, googling the numbers hasn't helped, and nor has opening one up to have a look inside. Here's a picture.



I'm fairly sure I have no use for it, but I'm still curious. Can anyone tell me what it is and what it's for?
