when the wiring is color red blue and black how many voltage it does.someone can tell me who knows affecting the proper connection of line

You need to provide better information to provide an answer.
Washing machine manufacturers use what ever color they want.
I have never came across a standard on color wiring from what I have seen among the many machines I repair

 

It will depend where you are in the world and your profile doesn't say. In the UK it would be against the law to sell equipment with those wire colours. Our standard requires Brown-Live, Blue-Neutral, Yellow/Green striped-Earth.

You can identify the earth wire by checking for continuity to the metal case of the machine. It won;t make too much difference which way round the other two are connected unless the machine has fuses inside in which case the live wire should be connected to the wire which connects to the fuse(s).
