Google 555 timer. This will make a pulsing On/off signal for you. You can use that to turn the coil of a relay on/off. The load of the relay can turn a 120V or 220V AC lamp on/off.

Online 555 calculators can help you pick the right resistors and capacitor to get the flash frequency and % on vs off time (duty cycle).
