I'm not sure what you are trying to insulate there but yes nail polish can be an "insulator"

Oh and BTW.. Its insulation and lacquer not insolation and lacker..

 

Probably cheaper than Nail Varnish is Guitar varnish or Wood Varnish these come made from Nitrocellulose the same thing as nail varnish.
