USB-C Female Breakout Question

I’m trying to work through making a female USB-C breakout board, but I’m a bit stumped. I believe what I need is a host device, so I can send a signal to the device connected via USB-C. I only need VBus, USB-1, USB+1, Ground and Shield. To be passed. So here’s where I’m stumped.

1. The device connected to the USB port needs to pass 5V usb 2 spec to the breakout board.
2. I’m building this in EasyEDA and all of the USB-C female parts available through JLCPCB are either 12pin or 16pin. I know sometimes pins can’t go unconnected so I’m a bit unsure where to start.

One of the schematics I found stated that CC1 and CC2 needed either a pull-up or pulldown resistor depending on whether or not it’s host or peripheral configuration.

Just looking for some guidance.
