I am unable to attach files from past 2 days. I tried many times but manage attachments is not working.
Please help.

What happens excactly?
Are you using another or updated browser?
Is the pop-up blocker not allowing the manage attachments window to open?

Can't answer for the OP, but for the last several days it has been taking 3-4 minutes for me to get the forum to connect, on uploads. Always was seconds till recently.

 

I tried to create a new thread in projects forum about a day ago, it would not work. It kept hanging after saying "done" but the new thread would not appear.

It did that in two browsers, Opera and Netscap Navigator.

I tried in a 3rd browser, a much newer version of Opera and it gave this error message;
Error!
Remote server or file not found

You tried to access the address http://forum.allaboutcircuits.com/newthread.php?do=postthread&f=6, which is currently unavailable. Please make sure that the Web address (URL) is correctly spelled and punctuated, then try reloading the page.
Make sure your Internet connection is active and check whether other applications that rely on the same connection are working.

At the time I just assumed the forum was down for a couple of hours.
