I am amazed that somebody chose the CA3130 as a detector. Try making a loop antenna and turning it with the two input matching capacitors to the telephone's transmit frequency.
There is noting wrong with the CA3130. It was one of if not the first CMOS opamp from the mid-1970's. Its designers would not have imagined that in the distant future anybody would be using it as a microwave detector.
As I said, it would probably work better with an antenna.
