is there any standard method for identifying transistor leads for each of the packages
is there any site that provides this with diagrams

First answer is yes, there is a standard. Problem is that none of the manufacturers stick to it. For example a TO92 can have 3 or 4 different pin arrangements. Unfortunately this seems to be true for all case types.

I can't remember the site address but it had pinouts for anything and everything. It was a Russian site and was excellent. I just can't seem to find it again after I had to reinstall afetr a big crash.

Best way to determine a pin arrangement is to get the data sheet from the manufacturer.
