Why is transistor regarded as a low power device??

There not, they are available in many power classifications. Low power is kind of a subjective term and would need better context to really comment on. I know in the refinery I worked on 3 phase 480vac was classified as low voltage for the electricians and electrical power engineers. They worked at up to 240KV on down and had a different voltage classification system then us electronics types
