Hi,
2n3906 and bc328 are both pnp as per datasheet of see (alldatasheet.net).

You can experimenting how to substitute transistor,by first getting the data of each transistor spec.
As per given like the alldatassheet.net.
Second see each parameters how it differs. select the appropriate that have a good parameters.

Lastly can you give your circuit design where we can analyze too.

Not a very good match, but whether it would work acceptably depends a lot on the circuit in which the replacement is to be used and which version of the BC328 you want to replace.

Will a 2n3906 work in place of a BC328?
Is there a better match for the BC328?

2N4403 might be closer considering collector current. If you keep the current down around 100 mA a 2N3906 would be okay. The pin out might be different between the BC328 and the 2Nxxxx stuff. Check on that.
