Not a very good match, but whether it would work acceptably depends a lot on the circuit in which the replacement is to be used and which version of the BC328 you want to replace.
Lastly can you give your circuit design where we can analyze too.
You could use just about any general purpose PNP transistor.I attached a picture of the circuit.
2N4403 might be closer considering collector current. If you keep the current down around 100 mA a 2N3906 would be okay. The pin out might be different between the BC328 and the 2Nxxxx stuff. Check on that.Will a 2n3906 work in place of a BC328?

Then 2N3906 will work but the pin out is reversed.BC328 was overkill. Collector current is less than 5mA.
