Transistor Alternative

I have replace the both the transistor but still the emergence light is not working. I remember that long time ago I take out the polarized capacitor from the circuit because it was burned and I loss that capacitor. So I put the battery install and take wire and put the PCB traces the light glow and after few second the fuse got blown.

After replacing the fuse the light do not work.

I also attach the picture. The resistor is change.
