There is NO ground, only the summing point Virtual Ground. I lowered the Vin to 1V and now from a Rload of 1k to 10K the Load Current stays @ -1.005mA while the Vout goes from -1.015V to -9.02V as I increase Rload from 1kΩ to 9kΩ. So, Yes it was hitting the rail @~12.5 Vout.

All Vo measurements were using my handheld Fluke 27 meter from pin 6 to ground. I also measured the voltage across Rload using my Fluke bench 8050A meter across the Rload resistor to find the voltage drop to calculate the current across the resistor to the virtual ground.
