Stack for displaying pictures/videos on 13" TFT display

Hi Guys,

I am sorry but I cannot be more technical while asking this. Working on a simple project where I will place a display (say 13" TFT, no touch) at my mom's house and it will display pictures/videos downloaded via 4G/LTE uploaded by me remotely. There are already devices which do this, but I am trying to put one together myself. What is the cheapest stack (without compromising quality) I can use to accomplish this?
