Solar lights and 18650 batteries

I have some solar powered tiki torches that I have had for a bit. The batteries arent lasting very long at all now unfortunately. I took one apart to see what kind of battery was in it. It is a Li-Ion 18650. What I am wondering about is the charging. I dont see any circuitry that would be regulating the charging or providing any protection. The battery does have something shrink wrapped to the side of it. I am not sure if it is for protection or charging purposes though. I tried looking up the info printed on the battery (mby1905003-sy), but got nothing. The solar panel isnt very big, is it possible that it doesn't need protection since it could never provide enough power to cause an issue? Is there anything specific I should look for in a replacement?
