smps power supply works, but outputs are wrong

I have another smps problem. It is a KY-05036S-12 which is supposed to produce outputs of 5V and 12V at currents of up to 2A each.

It works, but the outputs are 4.3V and 14.2V.

My question, what fault in the smps would be likely to affect the regulation of both the output voltages?

Are you certain that the unit is the SMPS type? Does the factory label specifically say SMPS?
A short search brought up similar power supplies that are only a transformer, followed by 12v and 5v voltage regulators. If it is possible to remove the case cover, a photo of the interior might provide more information.

Yes it is SMPS; I have it apart.
