SM2082EG : Dual channel LED linear constant current control chip

Hi I am repurposing a multicolor led 120v light bulb components
there is an IC SM2082EG, from what I can find out is a LED current controller.
I checked for a data sheet but they are all in Chinese.
Is there an english version?
Can someone explain how it works?
