I am gonna grab carbon resistors and find a standard to go with my meter, but I am sure it's as accurate as claimed.

It might be but you don't know for sure until it's checked.

I measure 3.5uH on everything I've bought so far.

Then your meter is not zeroed.

 

Extech 380193 LCR meter. it's calibrated.

The Extech measures at 1kHz, it is simply not equiped to resolve the equivalent series inductance (ESL) of a resistor. Consider a generic 1k resistor with a rather large ESL of 20nH. 20nH has a reactance of 0.000125 Ohm @ 1kHz. How is the meter gonna distinguish that from the main 1000 Ohm resistance?
