Too bad the black wire hides the IC name.

The IC is an LM324.

 

I suspect it is a current shunt of some sort, and the rest of the circuit provides feedback as to overcurrent, etc.

I am attempting a schematic.

 

Sure looks like a power resistor to me. I agree with sagor.

 

Brown, green, silver = 0.15Ω
but I don’t know why there would be black at the beginning.

Black, Brown, Green, Silver, Brown
0 is a place holder

015*0.01=0.15 ohms

I don't know what the brown at the end means.
Oh wait...brown at end is tolerance = +/-1%
