Replacing burnt resistor from Polar 72 Cutter

See picture attached. As you can see, there is an useless resistor, which is open, and a gray capacitor, 0.25uF/630V, which also suffered. I replaced the gray capacitor with the red one 0.22uF/630V. The resistor burned so bad that I had to make a hole to remove the burned area. The resistor value cannot be seen. I'm trying to guess what value it could be. I will try to draw an schematic to figure out its purpose. All I can see is that the capacitor and the resistor are in series. Any help in identifying the resistor is appreciated.

If a snubber, seems rather large for a cube relay, although it is across coil also, but only the coil as a load?
Is this relay continuously operating many times/min?

I'm actually not sure. It's from a cutter that it's not mine. I haven't operated it. The board has other connections. I will try to gather more info.
