C1 is plenty big enough, 100nF is the normal value for 100kHz.

You are correct - minimum spec for VIH is 9.5V, on a 15V supply. It’s not the best datasheet - it also says that logic inputs are compatible with standard CMOS/TTL down to 3.3V, so I guess that the threshold is nominally half Vdd, so it should work with 5V logic provided that Vdd is also 5V. Vcc, however, should be higher than that, at least 10V.today , I look at the circuit.I think that Vhi and Vli need 12-15v logic pulse.
