Change the duty cycle of the incoming drive pulse- when its HI, the LEDs are off.

I've added parameters to control the clock signal.
Change DC param to whatever duty cycle you wish to use.

.param DC= 0.1 (% decimal, 1=100%, 0.1=10%, etc.)
