It doesn't look like a DC track circuit termination because their would be insulated joints.
Although, might be AC track circuit termination.
It would be nice to have a photo of the connection at other end.

I was referring to the location and the type of rail spikes used, I believe Germany use these type.

Looks more like pressure switches of some kind, maybe to detect when something spans the connection.
Maybe a wheel counter?

Seemed strange being metal , with 4 wires out back,
